Annette Rose
CEO & Board Member
Annette Rose leads Acts Care with the same community-first spirit that her parents, Ray and Jean Rose, brought when they founded the organisation in 1996.
Under Annette's leadership, Acts Care has grown from a small Toowoomba initiative into a statewide not-for-profit supporting over 200 participants across eight Queensland regions — while staying true to its founding values of compassion, integrity, and genuine care.
Together with a dedicated team of professionals and an incredible volunteer workforce, Annette and the Acts Care team make the mission possible every single day.
Our Story
Founded in Toowoomba in the mid-1990s, Acts Care began as a small community initiative driven by a simple belief: that everyone deserves a helping hand. What started as a grassroots effort to support those in need has grown into one of Queensland's trusted not-for-profit organisations, now providing NDIS services, food relief, and community support across eight regions.
Over three decades, we've remained true to our founding principles. We are not driven by profit — we are driven by purpose. Every dollar we earn goes back into supporting participants, feeding families, and strengthening the communities we serve.
Today, Acts Care is the parent organisation for a family of brands including Actsera (Supported Independent Living), Food Assist (food relief services), and Loads of Love (annual Christmas appeal). Together, we touch thousands of lives each year.

Not-for-Profit Charity Status
Acts Care Limited is a registered charity with the Australian Charities and Not-for-profits Commission (ACNC). We are also a registered NDIS provider, meeting all quality and safeguarding requirements set by the NDIS Quality and Safeguards Commission.
Our workforce is predominantly volunteer-powered, which is a testament to the community spirit that drives our organisation. Volunteers contribute across computing, maintenance, landscaping, office administration, retail, customer service, and hospitality.
